If you get waitlisted from your top school, and get into another, can you accept a waitlist offer if it is after April 30?

Look up Choose Your Medical School procedures. You COULD, so the question is WOULD you.
 
I believe you could accept the A from your top school as long as it is before you have to CTE date. MD traffic rule, once you commit to enroll (CTE) to the school that accepted you (CTE date varies with school), you are required to drop all WL including your top school WL. If you do not drop your WL (all of them) after you CTE to the school that accepted you, that school can rescind the A because they will be able to see all WL that you are holding out for.

so when does the WL movement typiclaly start then? after plan to enroll in February? For plan to enroll do you have to drop other waitlists or what happens then?

WL movement occurs througout the cycle, but PTE date is when you are required to PTE to one school only if you are holding multiple Accepttances. That is when the first wave of As off the WL starts. High tier schools tend to have less WL movement.

You can hold as many WL as you want, but once you have to CTE to a school that accepted you, you have to drop all WLs.

Thanks, and that PTE isn't required til May 1st? So most WL movement will begin in Feb (when the tool becomes available), but I assume the majority would be when the deadline is (May 1)?

It is my understanding most WL movement happens in May as people will be forced to narrow down their acceptances from 3 to 1 by then. It is at that point that a school can make a more informed decision on the status of their class and move accordingly.
