For Irish 4 year programs that MCAT is way too low. For UK programs your GPA should ideally be above 3.7 cGPA, but its still a possibility at some programs and it depends on your UKCAT score which you'd have to write for the UK.

Yeah, i've heard things about not being eligible if you've completed a full bachelors degree, but again i'm not entirely sure if thats true. If you are allowed to apply then you might have a chance.
