The PharmD is the only degree that allows you to sit for the NAPLEX. All pharmacy students now are PharmD students. This allows you to go anywhere or do pretty much anything in the field of pharmacy. There are certifications beyond PharmD (BCPS in myriad things) that prove that you are an expert in pharmacotherapy in a specific field.
You can still get your BSPharm in Canada, and after jumping through a few hoops (I believe) will allow you to practice pharmacy in the US.
Edit: I see what you mean now: someone who has a PhD and a PharmD. Oops...
