What is the exact process for applying through the ECFMG?

Hi there,
I'm a 1st year Med student in a 5 year degree in Sudan (originally British).
I'm interesting in taking the USMLEs but I'm finding the application process with the ECFMG very confusing.
Specifically, when exactly should I register to obtain an ID number for the STEP exams?
