I was verified on like June 25 so my app was ready by July 1. I have 16 schools but have the funds/energy to do 2-3 more schools

Is it weird if I add schools much later than I was initially able to (ie today vs July 1)?

Was thinking 1 reach (Wash U) and 1 or 2 safeties, if that makes a difference

Anecdote: Last application cycle, I realized that my original school list was a little over ambitious, so I applied to 4 more schools (all mid/low tier) sometime in late October. I ended up getting interview requests from 2 of them. Not recommending that people do it to that extreme, but I'm sure adding subsequent schools after the initial submit is fine. Good luck!

Not at all in my opinion. Complete before Labor Day is good.

Last cycle I got an interview at a school I added in early September. It's not even August yet, you're still plenty early

I've seen a procrastinating applicant get accepted to a school belatedly added just before midnight of the latest filing date listed in the MSAR for that school. She was massively over-qualified, and it was her only acceptance. So I'd say, it's never too late for some.

Complete by Sept 30 for most solid candidates at most programs will not greatly impact their chances. However, that assumes a reasonably timed progression of application cycle.

What do you mean by reasonably timed progression? As in the pace of the school in extending interviews and filling up seats, or the applicant in completing his/her file? Or both?
