I would say now. Sooner the better, but I do have some questions whether to file as independent or dependent.

Yes. The 2017-18 FAFSA is for July 1, 2017 - June 30, 2018.

All graduate students are considered independent. You will likely need to include your parents' information if you want to be considered for scholarships or needs-based funding at your school. If you are only applying for Stafford and Grad PLUS, then you only need your info.
