When waitlisted at two schools you love

I'm in at a private school I'd be happy to attend. Still, I've decided that I would like to attend one of the two state schools where I am currently waitlisted (call them school A and B).

My top choice is school A. But, what if school B calls me first and says we are offering you a spot. Ideally, I'd like to say, "let me wait to see if School A offers me a spot and I'll let you know." Practically, not an option.

So my question is this - should I accept the offer from school B and then if school A does offer me a spot at a later date, accept that and withdraw from school B? What are downside (I assume a small deposit would be lost)?

Generally, this is the best course of action, no?
