Approx 30-35% OOS so applying is fine.
However if you get into VCU I would stay there.

They enroll around a third of their students from OOS. A lot of their OOS students are from the WICHE area though. So the chances of a Virginia applicant are probably lower.
If you really want to go there, and you're comfortable with spending money on the application, it won't hurt to apply.
