2% Raise?

I was under the impression that every year (in Jan.) we got a 2% raise. I feel like I got it last year. This time, by stipend check went up 0.18% (which was less than $2).
Did I miss something?

HPSP stipend goes up in July. You will then get a 3.9% raise.
