3 year Army HPSP Question

Are the folks that are on the OML for the 4 year Army HPSP going to be re-reviewed for the 3 year Army HPSP scholarships? I was not able to submit a packet to get on the OML, however, my packet is ready to submit Oct. 1 for the 3 year HPSP. Do I have the same chances as everyone else?
