The passage doesn’t say that physicians would be resistant to cultural training. It just says that patients and physicians have biases toward patients who have things in common with them. So B is a mischaracterization of the passage.

Ah. It’s out of scope. As pointed out above, the passage never says it’s required to have a specialist. It just says they’ve been introduced.
