see the attachments from the question. i feel like the explanation in picture 3 doesn't match what the table shows in picture 4. maybe I'm loosing it tho.

It matches, just worded in a more complicated than necessary way. Look at the first 3 leaving groups in CH3O-/CH3OH. The percent of hoffman (or 1 hexene) is only for I 19% compared to the 70% for F. F is a worse leaving group and thus therefore experiences more of the Zaitsef product.
