acceptness to dental school with low rc grade

Im wondering is it possible to get to dental school to the top universites in Ca with low grade in Rc like 16? if you do well in other part of exam and you know dean one of the schools and your close relative teaches in one of those schools?

Because if thats the case Im mad! it's not fair!!!
