although I have no idea of things that you prioritize when selecting a school, the choice of Albany seems like an easy one. No debt and a pretty solid reputation is a good sell

I think Albany is the best school of the three, even without considering cost. It is certainly the most established and has a good reputation. The scholarship makes it the easy choice unless you have particular reasons for one of the other two schools (family, etc.)
