Anatomy doubt regarding Spinal cross section and the levels they arise from?

So kaplan tells us that the sacral cross section has a relatively small ventral horn etc. But where exactly are these located?

[Since the lowest 'solid' point of the Spinal Cord is the L1- Conus medullaris, how is it possible to have sacral cross sections?]
