applying "broadly"

i consider myself an "average" ms4 prospective applicant to rads programs, coming from a top 10 medschool. what's a safe ballpark figure for # of prelim and categorical spots i should apply to, respectively? in selecting programs on ERAS, i'm already at 27 prelim and 50 categorical. (does this reflect paranoia or wisdom?) and where might i find a rough list of tier 1 vs. 2 vs. 3 programs?
