Are tests like CNS Vital Signs and Brain Check used for screening only?

I see that these types of tools are getting quite popular (cant speak to the quality of said tools). CNS Vital Signs in particular seems to be purported as a diagnostic tool, but is that the case?

Having looked at CNS Vital Signs briefly it seems the the subtests are quite limited in comparison to the equivalent pencil and paper tests.
