Can someone tell me how to give myself a custom avatar (ie upload it)? Do I have to have a certain number of posts, or am I just missing something?

Looks like currently no one can upload a custom avatar. It used to be you can upload a file that's 50X50 pixels or under a certain file size as your avatar.
