Away rotations

So maybe someone can clear this up for me...
Lets say you know what specialty you want (i.e. ortho)in the middle of your 3rd year
You want to make yourself as competitive as possible so you schedule an aways rotation in ortho at a program you think you would like... what about the other ortho programs you are interested in, how would you go about rotating at them as well or would you just have to apply blindly?!?!?

You pick your very top choices and try to rotate there. The rest you apply to and try to find a way in if you can.

Someone on here suggested rotating in other subjects at those sites and just making sure you visit their rounds and didactics often enough to be known.
