Can a CSW bill insurance in TN/KY?

Can a CSW bill insurance, or do you have to have your L? If it matters, the states I'm looking to relocate to would be either Tennessee or Kentucky.

I've gone to the state Boards of Social Work website and I'm finding difficulty in getting this info...

in KY you have to have a license

I've only been reading this from afar, but isn't the CSW a license and a certification in some states?
