At Penn easily, about 60% of our class doesnt have a car. Temple I have no clue. Public transportation is great, the cabs are cheap and if ou can find a few other people a Ford focus from Enterprise is $30 a day, like $50 for the whole weekend.
You can definitely live in Philly without a car. Even though I have a car, there are certain areas that I won't drive to (especially downtown) because I would either spend all day trying to find a spot or have to pay high parking lot fees. Philly has a really extensive public transportation system and most of the colleges/universities have shuttle buses.
