Charlie's brother wanted to set up a lemonade stand outside their house to raise money for the local children's hospital. 1. Charlie is not overreacting. Despite the good work and charity, Charlie is stil violating a code. Charlie should look into how to get a permit and try to access resources surrounding information about official permits.

2. Yes because permits are a form of regulation that ensure public safety. However, there is a stigma around permits such as lengthy times in acquiring ones and there is generally a lack of information on how to obtain one. Resources should be allocated in order for the public to understand the reasons behind permits, how to get one, and expediting the process.

3. Charlie’s brother can volunteer at the local hospital. Volunteering is a way to give back to the community, and can assist the hospital in certain things.
