Cedars-Sinai unfilled spots 2009?

Currently creating my ROL (yes, i know i am cutting it close), and looked at the unfilled programs from 2009. Noticed that Cedars-Sinai filled 2 of 6 spots. I'm not sure the reason for this - but the quota this year is 3. Thoughts anyone?
