C+ in surgery and C in OBGYN
Step1: 206 second attempt
Step2: 224 first attempt
Step3: Pass second attempt

What are my chances of matching into anesthesia in a low tier program for the 2017 cycle?

if you look at published data, average step 1 score for matched anesthesiology resident is around 230s~.

You should talk to the anesthesiology residency director at your school.

Looking at some of the match lists from today it is obvious that AMGs are quickly losing interest in anesthesia so I wouldn't put too much weight on that old step 1 average.
