Change residency: Out of State to In state tuition in Florida and Georgia?

Hello,

I am currently resident of Texas. I am planning to apply to both Georgia and Florida.
I wonder how does changing residency works?
Someone told me that after 1 year in school paying out of state tuition, your residency changes to in state. Is it true? does it apply to both Florida and Georgia?

I suggest you contact the programs themselves, or look on the Registrar's site for each campus. Policies vary by institution and by state. Indiana's policy for nonresidents is that if you are classified as a nonresident upon entry, you stay a nonresident until you graduate. There is no possibility of becoming a resident if your purpose for moving to the state was to attend an academic program.

You must reside in Florida for 1 year and show proof of residence
 
Florida does not allow students to gain residency at all. The one year rule does not apply to them.
