All open residency positions in OBGYN are located on the CREOG Clearinghouse which you can locate on the ACOG website. Each program will list what application materials you need to apply for their program.

Does this mean the resident chose to move because of family/spouse/whatever, or does it mean Wayne State is a hell-hole that no one should ever go to, never ever? How does one find out why that resident wanted to "relocate"?

How is anyone on this forum supposed to answer you. How would anyone know what the reason is. I would suspect that if it is a 3rd year position, then they have to relocate for family reasons. If it was a "hell hole" like you so thoughtfully put it, they would have left sooner.
