You need to know the deadlines for the individual programs. Most surgery programs, for example, set deadlines for completed applications in mid-October - November 1. Other specialties may have later deadlines.
In addition, you have forgotten that in addition to asking US faculty for letters, they have to actually write them, send them to ECFMG, who then has to upload them and put them in the ERAS boxes of programs you have applied to. This can take upwards of an additional month from when you inquire about an LOR. Which is why we recommend visiting electives with the goal of obtaining an LOR be done no later than October.
ERAS opens on September 1st to send your application to programs. I think it opens about 4-6 weeks before then to start working on entering all your data.

The sooner everything is put together the better. LORs seem to be what delays most people in having their application complete.
The dean's letter does not get downloaded by programs until November 1. However, I had most of my interview invited well before that deadline.
The goal is to get things in as early as possible after the Sept 1 date. A few weeks won't kill you. But waiting to November/December is going to hurt you. Programs start interviewing from the end of October and if your app isn't mostly complete (except for the Dean's letter) before this point, you miss out on the early interview invites.

Application on July 1 just means that ERAS opens and you can start filling it out. You can apply to programs starting on 9/1. You have to graduate by June 2010 to participate in the 2010 match.
