Cost difference in 'Living Expenses, Books, Fees, etc)

I was comparing the cost difference between AZCOM and KCOM, and while AZCOM's tuition is considerably higher, it lists the Non-tuition costs as about half that of KCOM's (~12000 vs ~25000). I was trying to figure out exactly how it could cost THAT much more living in Kirksville, and attending KCOM. Any ideas why these costs may differ so much? Does KCOM buy you a nice used car? Is AZCOM just playing with the numbers to make it less total cost? The average grad indebtedness is roughly the same (within 20-30k).

How do these figures impact the amount of money that you can get for Living costs? Do you get capped at a certain level based on the figures put out by the school? I'm definitely a novice when it comes to loans. My UG loans were miniscule and didn't even include C.O.L. expenses.
