when does a person who takes their part 1 in december apply to schools? it seems a little too late for every place?! is it a rule that part 2 score is preferred too? any statistics on that with respect to BU ?

Your best bet would be fall of 2004. Part 2 will be considered only in schools the has it as an requirement otherwise its not a big deal.
