designated preliminary

just wondering !!! if a program has "x" number of designated preliminary positions and a few of them go unfilled; do the unfilled positions become available to nondesignated applicants or do they stay vacant ?????

Depends on the program. Where I did internship, there were a total of 6 preliminary spots available. Technically, they were all supposed to be for folks who had a PGY-2 commitment. In reality, I'm not sure this played out. We had a couple of FMGs who didn't have hard commitments made.
