They reuse the cases from year to year. It's actually one of the things they keep repeating when PD gets going. Otherwise what would keep the second year PD TA's from telling their group about the cases they remember from the previous year?
Not to mention it would be a whole lot of work to write 4-5 different cases for each of 12 (or more, I don't really remember) SPALs. That would be at least 60 cases to write + the instructors maintaining their practices in the clinics.
