From ADA public affairs, there are over 150,000 dentist in United States and 25% of them are located in California which is about 40,000 dentists,😱 with California general population of 34 Millions, and if we divide the cake would be a ballpark of 15% kids, 25% of elders, these comes about 11.9 millions 😕 so ends up with approx. 22.1 millions divided by 40,000 dentists mainly they are left with a working population of just about 589 patients per dentists  Now my main question, Does California State needs more Dentists?... and why everyone wants to practice there with such high cost of life?...Or is it easier to get a dental license there?...😴

I honestly do not know where you got these numbers from, but I will play along ...
1. No, it is not easier to get a license here than any other state. It just happens to hold 1/3 of the USA's gross economy, and hence it is extremely desirable.
2. I think I just answered your question about why one may choose to live /practice here despite the high cost of living (huge earning potential).
3. Now about California needing more dentists or not, I truly think that is an elusive matter.
In short, I think that there are more than enough practicing dentists already in the state of California, however, they are very very poorly distributed. This actually happens to be a nation wide phenomenon in our field, only to a much more severe extent in California.
If you plan on coming here, I would say go ahead. What's one more ? If you're good enough, you'll make it.

I don't know the numbers, but acid test to see if they still need Dentist is by seeing how soon you can get a job after you obtain dental license.
I have got Minnesota License ( as a foreign trained dentist), despite of my best efforts since 1 year I couldn't find a job in Minnesota. I was ready to work even in the remotest place of Minnesota, but still I didn't get a job. Literally there in no place in MN I didn't try for. That means they don't need anymore dentists.
Just to see what the situation in California is, I have applied for couple of places in CA (though I don't have license here), response was immediate and in both places (one is western dental) they offered me a job. That shows there might be place for more dentists in CA.

I think Minnesota passed a law in 2001 creating a mechanism to allow foreign trained dentists. At that time there was shortage for the dentists. I have some friends who got license in 2003. The situation at that time was.. in the places where my friends applied for a job.. there was no dentist for years. The moment they applied the have been offered jobs without even an interview.
Things slowly started changing after 2003. First urban areas got filled. Then FTDs started going to remote places in MN. Now the present situation is they have overwhelming number of applications for any job advertised especially from FTDs.
I have applied for innumerable number of places. 99% didn't even bother to reply. Though one or two responded, they don't know what the heck is H1B and they don't want to go through that process. Another problem is most of the people want to hire immediately and nobody wants to wait till October 1st for H1b fiscal year to start.
Bottom line is it is near impossible to get a job for FTD in MN who doesn't have work permit. Even if they have work permit/greencard/citizesship first preference would be for US graduates, and next would be for someone who already have US experience.
