What should I be concentrating on? Shadowing? Volunteering? I'd love to get a job in a dental office (filing, etc.), but haven't had any luck. Should I just get a part-time job that provides me with the flexibility necessary to shadow and/or volunteer?
End of freshman year: what should I do this summer?

It would be a good idea to get some shadowing and volunteer hours in. A part time job isn't a bad idea either.
You can do pretty much anything you want, as long as you stay productive.

If you cannot find a job, you might want to find some offices to shadow at in order to build a rapport with some of the dentists. After you've proven yourself astute and interested you can ask them for a part-time job or see if they knew any colleagues with openings.
Sea monkey is right though, just do something detal related...and no matter what you should find some volunteering on Saturdays.
