Ethical considerations

I know several of you have used LuLau's dental services with tons of positive outcomes.
I have to travel to take my licensure exam, and I'm considering using them.

While reading the candite manual, I came across the ethical considerations - to quote:

" In the process of soliciting and screening patients, candidates should remain in compliance with the ethical considerations promulgated by the ADA Council on Ethics, Bylaws and Judicial Affairs and refrain from the following:
1. Reimbursements between candidates and patients in excess of that which would be considered reasonable for remuneration for travel, lodging, meals or loss of hourly wages.
2. Remuneration between licensure applicants or dental practitioners for acquiring patients.
3. Utilizing patient brokering companies.[...] "

I dont particularly see anything ethically wrong with LuLau's services, the patients that they use are, according to the office, patients that they see on a regular basis, and have comprehensive care. I'm almost inclined to think that using craigslist to obtain a patient is less ethical than this, since most probably will not continue care.

So my question is, since it is still a patient brokering service, regardless of what I feel is ethical or not, it's in the candidate manual that I should refrain from using them. Does that prohibit me from using their services?

Any thoughts?
