I was talking to my friend today and he told me about a fitrep issue he is dealing with. He is a non-surgical specialist who makes half of what he would on the outside world. He went to USUHS and the Naval academy. What happened was his previous department/service line head gave him a "must promote" instead of an "early promote" on his departing fit-rep. Since he was leaving the command he was "1 of 1" so the custom is to give someone a "kiss goodbye" with an easy early promote rating. The concern is that he appears as a problem sailor with the negative fitrep. He is concerned that he will get passed over for promotion. What do you think?

That would depend on his next promotion rank. If he/she is going up for 0-5 or 0-6 the fitrep definetly wont do him any favors. It's not a deal breaker, however most board members know that departing fitreps tend to be over inflated.

I think its bad. He should ask to see whoever actually signed the fitrep to discuss it. He might well get it changed.
 
For those of us who don't know.....what is "must promote" vs "early promote"?
 
I'm assuming that fitrep is the Navy equivalent of an Army OER. If so, then they're the biggest overexaggerated fluff ever put down on paper. The default has become to make you seem like God's gift to the military, so any comments otherwise might raise some red flags. That said, it's still pretty rare to get the "promote early" choice in the Army. Getting the middle block checked would still get you promoted almost automatically, though it may be different for you squids.

It amazes me how something so trivial and non-medical related could have an impact on a physician's promotion. You would think they would look at infection rate, patient eval or even workload but boiling it all down to a subjective EP, MP or P is silly.

A 1 of 1 MP on a detaching FitRep will be damaging. If he is in zone, it will likely keep him from promotion unless there are other mitigating factors.

The only thing more damaging than an MP 1 of 1 detaching fitrep is getting a 1 of 1 MP from the Same CO AFTER an EP.

as a med student most of you don't need to worry about this, You will likely be part of the 96% that get out at your earliest opportunity and as a result would be in zone for your first promotion at the end of your time.

If your going to be part of the 4% then you need to pay attention at your first command and get a chief or mentor to help you navigate the minefield that is the fitrep system.

When you are up for the next rank, do they look at all your fitreps, or just the ones from your current rank?

Just curious, since I want to be a Captain. Not for the status or power, but just so I can make my wife call me that.

Seriously though, the whole fitrep problem is because COs don't have the cajones to give honest evaluations of their subordinates. It's really disgusting. For those of you staying in, I recommend that when you are a RS, make sure your average stays in the 3.5 range. You can still use your P/MP/EP marks appropriately, you just don't have the performance mark average of 4.81 (like my current CO). The system in the Navy is not really set up to be inflated, it's just that the RS's allow it to become a joke where all Navy O's are water walkers. And don't even get me started on how we all look like a bunch of Mexican Generals with all the ribbons and medals they give out.
