Yes you've passed both parts of the NBDE, but do you need to be American or a Florida Resident to apply for the license?

You need a SSN( Social Security number), which means you need to be a citizen or resident. If you don't have none of the ones previously mentioned, you need a work visa.

I don't think you can work without a SSN, please correct me if I'm wrong. :)
