I am an HSCP candidate, OC1. Scored 2/2 in Serbo-croatian, a qualifying language. Having trouble getting my pay started due to the fact that "service academy and rotc midshipmen/cadets are not eligible for monetary incentives"* I am active duty. I am not at a service academy. I am not in the ROTC. I am not a midshipman. Has anybody been through this issue before? Over a thousand dollars back pay and I'm getting impatient. On a related note, any other HSCP folks been through the dean's list promotion process? Serbo-croatian

The Serbo-Croatian language does not exist for 19 years now; (when the former republic of Yugoslavia fell apart).
The translators/interpreters with this qualification do not get recognized anymore in Europe, since their work gets rejected both from Republic of Croatia as from Republic of Serbia, considering that they make too much mistakes, that make the text not understandable.
I would say that somebody in The States is terribly behind.

It is always a problem getting the pay if you are not in a field where you actually need to use the language as part of your every day duties. In fact, I thought for the army they were talking about not actually paying people for their languages unless they were in a position that was coded a certain way for language pay.

Basically, you need to find the one person in the whole system that handles language pay and talk to them. You may need a letter from your commander saying you need the pay or are eligible for it and then submit that with you score to the pay people. Back pay shouldn't be a problem if you get the paperwork sorted out.
