I want to know what are the DAT qualifications UIC COD Committee are looking from out of state applicants? Is it the same as for IL residents?

Apparently you didn't read your own source. UIC will start allowing OOS applicants to apply to their program in the UPCOMING cycle effective June 1st, 2015.

Do you not realize by now that no one here can answer your question on what the scores are like for OOS applicants because no one OOS has ever applied or have been accepted there? Call up the school and speak to an admissions counselor.

Recent matriculants to the school have a 20AA and TS with a 3.69 overall GPA. Infer and assume all you want using this information.

UIC used to accept OOS students until very recently, so you should be able to find information regarding OOS stats online somewhere..
 
Good luck finding one of the handful of people hat have attended uic as oos in the last 10 years.
