I took general chem I the third time. When I calculate everything together the gpa comes up to be 1.98 which is close to the 2.o schools require. I got 89% sadly on the last round but the school I took it at doesn't do B+ gpas so it is calculated as 3.0. Do I really have to take it the 4th time to make it 2.0?

No, for pre-reqs if it's below the 2.0 minimum most schools will just use your highest grade.

Be sure to check out the specific policies of the schools you're interested in as i know some schools only look at the highest grade whereas others average all attempts. Also some schools only look at pre-req GPA whereas others look at everything you've ever taken.

okay I will do that. At this point, I already gave up on high tier schools, probably low tier schools are less strict such matters. I will do more research, meanwhile if anyone knows schools who only look at the highest grade if below 2.0 let me know! Thanks a lot everyone
