Is there a general agreement on which top20 schools are the most generous and tend to give out the most money when it comes to merit scholarships and need based aid?
 
Mayo, NYU, UChicago from what I know. The UC's also have relatively lower tuition than private schools even as OOS.

Michigan gives out an insane amount of aid. Something like 80% of our class received either need-based grants or merit-based scholarships.
 
Mayo and Vandy are also nice enough to reject many (~60% IIRC) pre-secondary, which sounds harsh but really saves you 1. $150+ of fees and 2. time it takes to write their essays if the adcom aren't even going to seriously consider you.
 
They are generally all very good about need-based aid. Further details on merit:

WashU has at least a dozen merit full tuition scholarships per year. They especially like high MCATs.
Penn has I think ~20 full rides per year (21st century scholars program or something)
CCLCM I think gives everyone free tuition automatically
Mayo I think gives everyone like a 50% tuition scholarship automatically?
Northwestern gives a good number of merit full tuition scholly
Vandy gives ~75% of admits a merit offer for ~75% of tuition
UCLA does the Geffen program that gives not only full tuition, but also a living stipend
Michigan, Columbia, and UCSF I think have a handful of full tuition merit spots each year
U Chicago gives multiple $200k merit offers each year, again known for emphasis on high MCAT

Harvard, Hopkins, and Stanford have need-only policies and do not do any merit.
 
The UC's seem to be pretty generous with need based aid and scholarships. UCLA does many full rides a year, and UCR has several full ride mission based scholarships.
