So I'm going to UMDNJ next Friday, and I plan to fly into Philadelphia. Is there a better way to get to Stratford? I anticipate that a cab ride will be extremely expensive for the 20 mile journey to the school. Too bad I'm not old enough to rent a car!

you can rent a car starting at age 21 for most rental companies. you just have to pay an extra fee if you are under 25.

You can see if there is a SEPTA train or a bus from Philly to Stratford.

Yes, like bigfatk said, you can start renting at 21. Depending on the city and the car rental place, the fee can be anywhere from $10 to $25 (or more). Sometimes Enterprise is the cheapest on this fee but not always; the last car I rented from Avis. Just check around to get the most bang for your buck. (If you check the company's policy page it will tell you their under 25 fee).
