Cheap with a high deductible( up to 10k ).

Actually the opposite, good coverage, low deductible, paying it out of pocket.
Does the extra income from locum compensate for the extra cost of insurance? If not, then regular perm job is the only real option when you have small kids.

If you can tolerate it not being true insurance a religious cost share program is a very economical option for a healthy family

Otherwise you pay one way or another. High premiums or take the risk of a high deductible
