Help ranking please!

So i had no struggle to rank my 1-7 but I have problem ranking the rest. Would appreciate any input.

Missouri Columbia
Nebraska
Toledo
Oklahoma
WVU
Mississippi
Arkansas
SUNY upstate
SUNY brooklyn
Rutgers- Newark
Lehigh

Few applications go pass 7. So unlikely to really matter that much.

Mizzou is decent. I know of at least 1 really good faculty at Nebraska. Outside of that, haven't heard much (at least on the positive side) about the rest of that group.
