I am looking to start networking with different medical schools/MSTP programs. Should I attach my resume to the email asking for more information about the program?

No. You network by attending meetings. Sending a random email is not going to be memorable in any way.

Meaningful networking is best face-to-face. Conferences are very good for this.

In COVID times, you are going to be limited when it comes to conferences but you can still do outreach with virtual conferences where you can present your research. I also strongly suggest registering for the NIH virtual recruitment fair in the summer where a lot of MSTP programs will be present to recruit.
