Minnesota, Wisconsin and Iowa are all similarly regarded. You can match well from any of them. Usually there is nothing you can do to get financial packs from schools any earlier than March/April. If your SO is in Minnesota and the cost will not be painfully high compared to WI, go to Minnesota.

Also remember to look into state residency changes! People can sometimes become residents of the state and get the instate tuition after the first year or two.
