So, I'm in internship now.

Took Step 3. Passed.

Waiting on Orders.

Is there anyway to apply and get a license before I've completed internship so I'm atleast slightly useful when I arrive at my clinic this summer?

Figure out what state you want to get licensed in (since TX is ridiculously expensive and take a notoriously long time to process, I wouldn't recommend that on) and get in touch with the medical board and see what materials can be submitted early for review pending graduation from PGY 1. But before doing that, talk to your program coordinator and see if they have the skinny on how early you can apply. Unfortunately, I'd imagine, their best info is going to be on the state in which they reside, which, per your profile, is TX. When I was nearing the end of my internship in VA, my application was submitted (early IIRC). Looking at my public profile to refresh my memory, I had an unrestricted license 12 days after the end of my internship.

After internship you're still looking at several months worth of upgrade training, travel, and in-processing. Get it as soon as you can, but don't lose sleep if you don't have an unrestricted license on July 1st.
 
Appreciate the advice gentlemen- I'll make some calls/emails to the State Medical Board of my choosing on Monday and see if I can atleast have everything else aside proof of internship completion submitted before June 30th.

Just waiting on the orders now..............
 
Kudos to you for almost being done with internship. I highly recommend you do exactly as you are saying, and get everything lined up for your license ahead of time. The sooner, the better, because sometimes state boards only grant licenses every few months, depending on when the committee is meeting. Your new assignment will greatly appreciate your being proactive.
