Does anyone know if medical schools can give information about interview invitations over the phone?

I just called a school and they said that the review of my application was complete. When I asked about their decision, the lady said I would hear from them soon. What does that mean. I think it means that I did not get an interview. Right?

Probably, unless they only mail interview stuff out. If they send invites via e-mail, then unlikely.
