...send my peer letter to all the schools I am applying to or would that be detrimental to my application if they don't request one? I would think that a letter from a peer wouldn't hold much weight unless that is what the ADCOM is looking for. But the letter would describe aspects not covered in other letters. Do the positives outweigh potential negatives?

Agreed. The majority of the schools cap the number of LORs they will accept for a reason. Also, anyone can find a friend or a complete stranger who will eloquently write a letter describing you as their deity and how they worship the ground you walk on, which is why schools also set restrictions on the types of folks they will accept letters from

Only designate a peer letter for those schools requesting one. I agree with your perception that it is pretty much unlikely to be regarded.
