Isn't FONClBrISCH wrong?

According to the EN values on the periodic table shouldn't the order be:

FOClNBrISCH

The reason I am asking is because on a question I needed to decide if it is better for the nitrogen to have the + charge or the chloride. The + charge should be put on the least EN atom so according to the FONClBrISH pneumonic, I should have placed it on the Cl, but N is actually less EN than Cl which caused me to select the wrong answer if I used the pneumonic.

What's going on!?

I've never heard that mneonic before but it should be FOClNBrISCH. As you said, Chlorine is more electronegative than Nitrogen which is why the positive charge is on Nitrogen. You've answered your own question. Your original mnemonic is wrong.
