Does anyone know the last date that you can take step 3 before starting advanced years (anesthesia/rads/ophtho etc)? Do we have to take the test before pgy2 or pass it?

It's program dependent. Some programs want you to pass by the end of intern year, others give you longer to do this (my hospital GME required it before starting PGY-3, no matter what residency program you were in). Ask the PD of the program of your advanced program. If you are still looking for a spot, passing step 3 now can prevent you trying to do it last-minute.
